Cutting Powder- I have only yet to find the powder in the shed that I labeled the blip over in the weed farm. I have came to this shed multiple times and only got the powder to spawn after being kicked off the island twice.
I have a RTX 3090 and the same issues, I think they must built this for expanded and enhanced on DX12 or Vulkan and backported it to DX11. Link to post

@dault3883 You don't have to add anything in DLC list unless you're talking about mpheist4. I suggest you change your HeapAdjuster limit to ~2000. Also use an up to date gameconfig
I'm well aware of the grass issue with GTA on PC, but the FPS cap has lowered on the mainland too, and it drops even more during the prep missions. I'm not the only one with this same problem, a friend of mine with i5 9400, RTX 2060 and 16gb RAM had it yesterday. So I'll assume it's kinda both of them.
Once you have your approach vehicle, there's some equipment you need to grab to make the break-in possible. Options are available to make, but you'll need most of the items to move on to the Heist Finale.
Use a dinghy to get back to land, then more info drive to the airport. Approach the southeastern gate, then cross the runway to find the private hangar.
Since we're doing the mission alone, let's go for the stealthy approach. Navigate the Kosatka submarine to approach the drainage grate. This helps us avoid most of the enemies during the Heist. And if you want to complete the mission in pure stealth, this method will minimize the risk of failure.
